If car idles at 0.5ish is it most likely the idle air control valve?

Mechanic told me that is the only thing that controls idle speed so if I change it, it might solve the problem.

I have had a look at mine and the little flap didn't seem to move freely, always got stuck halfway, so it was half open and half closed, so don't know if this is the cause. If car idles at 0.5ish is it most likely the idle air control valve?
The butterfly flap will only move halfway (90 degrees) because if it went further it would be closing again. If you are noticing a fluctuation during idle it is most probably your idle control valve. People would have a better idea if you gave a make and model though to be honest. If car idles at 0.5ish is it most likely the idle air control valve?
it could be but it also could not be..what make/model/year is your car..many models have an air adjustment call ';minimum authority'; if not set roperly will create your condition..also a dirty throttle body can cause it as well....need more input
