I have a 1989 ford econovan. where would i find the heater control valve and how do i know if its faulty?

My fans are working. the problem i have found so far is when the engine heats up, both heater hoses remain cold. even right into the heater core. thanksI have a 1989 ford econovan. where would i find the heater control valve and how do i know if its faulty?
the valve should be located on the passenger side of the engine bay just before the hoses go through the firewall. once you find it have some one switch the heat on and if the valve does not move remove it and clean it up because on those older vehicles they usually just get rusted up or the cable running to them gets pulled off or fails
