95 Honda Del Sol with the D15 1.5 lit engine. On cold start, it will start up with really low idle (almost to a point of stalling) for about 4 to 8 seconds, then the idle will shoot up to normal warm up idle. If I just turn the engine off right the away and restart, it will restart up with the normal warm up idle.
Could this be a bad idle air controller problem or something else?

it can be a bad IAC motor or it might just need throttle body cleaning
