First check the vacuum hoses for leaks.

One end is in intake boot, the other end is a cable connector, and the center is wrapped around the mounting bracket. Steps are:
1) you remove electric connector
2) pry on bottom of the mounting bracket to open the mounting point
3) slide the valve out of the intake
installation is reverse. You can sometimes clean this with carb cleaner to get it running again. I had to replace mine, and it wasn't a cheap part. (I think I paid around $100, made by Bosch)

Turn the car off and unplug the IAC. Restart the engine. If it runs fast, then it's probably O.K. If there is no change, it's probably bad.
I would also take the IAC off the engine and inspect it for varnish and carbon deposits. You might get lucky and be able to clean it up with carb spray.How to test out a bad idle air control valve?

I have to assume you are talking about the temperature actuator, also referred to as an air blend actuator. It controls the change in the A/C system from hot to cold. The part was bad to begin with thanks to the subcontractor Ford buys them from. They cost about $60 and can be changed in about an hour if you have at least some moderate mechanical expertise.
The air box is in the center of the underside of the dash, near the top, so it is a bit of a reach in a Taurus. I've changed one in a Windstar, so I had a little more physical wiggle room than you'll get under the dash of the Taurus.
